Sublime Text 3 and windows 7 - How to activate multiple cursors?

Hello!
Can you please tell me how to activate multiple cursors in windows 7 when working in sublime text 3?
ctrl+alt+ up(down) doesn't work because screen rotation is reserved behind these buttons in windows.
alt+mouse selection doesn't work either.

Ctrl + mouse left click
ctrl+alt+ up(down) is not a system, but a video card driver (or whatever), can it be disabled in the settings? Graphics Options - Keyboard Shortcut - Disable
