Su for a user in Red Hat?

Worth WSWS = Red Hat.
Unable to allow user to use "su" command.
I do everything according to the instructions www.rhd.ru/docs/manuals/enterprise/RHEL-4-Manual/s... (clause 4.4.3).
/var/log/messages has the following:
Nov 30 14:15:15 MCBC su(pam_unix)[1407]: authentication failure; logname= uid=500 euid=500 tty=tty6 ruser=user rhost= user=root
What could be the problem?

The problem was in a crooked distribution, namely in the image from the rutracker.
