StyleCop - Is Microsoft contradicting itself?

I am using Visual Studio 2013 and StyleCop 6.0. StyleCop shows warnings "SA1200 : CSharp.Ordering : All using directives must be placed inside of the namespace." But I have almost never seen code where using is inside a namespace. I even reviewed the examples from MSDN, they first go using's, and then namespace. The same code is generated by the studio. How to be?
