Stupid question (how to open php extension files)?

I'm trying to open a file with php extension, such text editors as: sublime text, notepad++, etc. But it gives out some hieroglyphs, please tell me what to do? (Yes, I know this is a stupid question, etc.)

open through notepad ++, change the encoding when viewing.

In sublime text on an open file, apply the following menu item. Perhaps it displays in the wrong encoding.
