Stupid question about github.com. How does github define a user? Is it normal that you can commit on behalf of another person?

I didn’t use git and the github site before, now I’m learning.
It turns out that if you change the name in the git configs to someone else's name in github, then the commits are made and displayed on behalf of another github user. Is this normal?) Or am I looking at something wrong?
