Study at a good university in the provinces or a mediocre one in St. Petersburg?

I passed the USE very badly - 233 points. Now I have a difficult choice and quite a bit of time to make a decision. So, I don’t have enough points to enter top universities, I became interested in Tomsk State University, it seems to be a very good university, and I will definitely go there. But I would like to study in the city more because of the prospects. So the question is: to enter St. Petersburg State University of Technology or Gorny in St. Petersburg or TSU? A good university in Tomsk or just a university in St. Petersburg?

The quantity and quality of the acquired knowledge to a lesser extent depends on the university, but to a greater extent on the person himself and the work that he will find for himself during his studies.
Therefore, it is better that the capital (Moscow, St. knowledge) and a larger circle of communication and contacts, which will be useful in later life

Although the question is old, but so far on August 15, it means that the author has not yet begun to study at the chosen university. I study at Tomsk Polytechnic University and I know that there are many cool departments and master's programs at TSU. The university has a more thorough and, perhaps, conservative approach to knowledge. The university is quite prestigious (look at the ratings), and quite famous Russian films and cartoons were rendered on their supercomputer.
