Strange time format - any ideas?

An iOS application periodically sends time to the server in the following format:
2016-12-18T197:30:19TPP
How and through what can it be converted to time? The date is clear, but the time is not.
Any ideas? What's the format?
This behavior is not constant, it happens periodically. There is no way to contact the user.
