Strange sound when spinning video card fans, why?

Good afternoon.
There is a Palit GTX 1080 JetStream. There are no complaints about the work, the temperature is ok, but there is a problem with the fans when the video card goes into idle mode. For example, I played, closed the game and for about 2-3 minutes the fans gradually stop, and it is at this moment that the characteristic “trick” sound occurs. I recorded a video with this sound and the behavior of the turntables - https://www.youtube.com/watch?v=n1SnQO3xCAo
fedora in which it is not easy to do this.
I would be grateful for any advice and recommendations. Can this be fixed and what is causing this sound?

@Slayer_nn

we take oil (I used oil to lubricate the trimmer) (do not rub oil from the kitchen)
we take a syringe
remove the fan
under the sticker there should be a hole
if not, we pierce it with a syringe and fill it in, but not too much
for reliability, we sculpt electrical tape after degreasing the surface
, as a result, 10 silent fans from 10
if it didn’t help, then the bushing loosened along the way.
find a donor or replace the fan itself
