Strange PDF format?

Hello. I came across a strange PDF file: rghost.ru/42035062
It does not open with anything other than an adobe reader, the rest of the software, when opening these 10 pages, displays succinctly:

Here they write that the file may not be quite the good old PDF, but an XFA form. So far, only Adobe can read them ...

FoxIt reader opens your file wonderfully and even lets you edit form fields (and even saves their new values). Be careful when installing this free program - they try to shove all sorts of junk, like the Ask toolbar, but, fortunately, they give you the option not to do this by unchecking two boxes.
Unfortunately, only paid Adobe PRO can convert to doc\docx. The trial version can be downloaded from their website .
