Urgently turn around and dig in the other direction before troubles are created.
The database for Active Directory is ESE and you can't change that. So store information about your users in AD. It is convenient and reliable enough, AD / LDAP support is available in almost any self-respecting software. And where not, it is written on the knee in a couple of hours, since there are ready-made libraries for any PL.
PS I read the documentation for you and here's what I found: OpenVPN Access Server On Active Directory Via LDAP and Moodle LDAP authentication .

What?
PowerShell can get it, then insert it into the database.
Do not like PS make a Net Core service that will crawl your users through AD, there is a MySQL provider.
