Stop list not working in Bitrix?

Faced such a problem that the stop list does not work (Analytics> Visitors> Stop list). I decided to check it myself and it turned out that the site is available and you can climb it, except for the basket. How to make the whole site unavailable?
Tried through "proactive defense" the same thing.

stop list in analytics, this is an indication on which visitors not to collect analytics. This does not affect access to the site
