STM 8S003F3p6 microcontroller how to program from a computer?

How can STM 8S003F3p6 be programmed from a computer? Do I need to install a driver, which one? Maybe it can be flashed from Arduino IDE? I downloaded the Arduino_STM32 and unpacked it into the hardware folder, but the Serial port does not appear when the STM is connected.

1. Arduino_STM32 is designed to work with 32-bit MK, and you have 8-bit
2. This board has nothing to do with Arduino. How to program it with a datasheet on MK and Google , start with this article
3. The USB connector on the board is exclusively for power supply
