Steam or Android, what should beginner indie developers choose?

Which platform to choose for the release, given that there are practically no funds for promotion. On which of the platforms above can you get results, even with minimal promotion?

Choose a game first. Because not all genres work on these platforms. For example, RTS on mobile tablets can be a problem, while PC runner is not very interesting. Well, without knowing the game at all, it's hard to advise something.
Further - if mobile phones are already - then why only android? Traditionally, both android and ayos are captured at once. And you can't get away from it.
About "there is no money" - this is sadness. It will be extremely difficult to get an exhaust at all, unless you are a marketing guru and promote the game before it is released.
But in general - I agree with sim3x - go wherever you can.

If you want to make a game in order to: "cut the dough", "just to make it", "pass, look, my game is in steam / google play", etc., then it's better not to upload it anywhere. No need to clog the side with slag. So enough.
And if purely for yourself, but for the portfolio, use what you like. Well, or try what is most attractive to you, if you have not developed for any of the platforms before. No one here will decide for you. Everyone has different opinions.)
