Static not loading after hosting change?

Good afternoon.
Changed hosting for one site. Transferred all files, set the rights to files and directories. I changed ns-records in the domain control panel and after a couple of hours the site began to open from a new hosting site.
But for some reason, static is not loaded - the markup is loaded, and styles, images and scripts give a 404 error, although they are physically present on the server.
I pressed Ctrl+R and everything loaded. I have. And for other people, nothing is loaded anyway. I clear the browser history, open the site again, but everything loads without problems for me. What could be the problem?
Hosting is ordinary virtual (both old and new), only the hoster has changed.

Still, the problem was in the rights to the directories. On the old hosting it was 750 and everything worked, on the new one it doesn’t work like that. Problem solved.
