SSH Connection refused and Connection closed by remote host. How to find out the reason on a remote host?

Hello.
There are no keys, password entry.
We do scp ~/file [email protected]_сервера:/home/userand get SSH Connection refused+ Connection closed by remote host.
What are the options to connect to the server that closes the connection? The server is located in Antarctica and there is no way to just take it and come to it ))
All that could come to my mind is to use:
1. nmap for port scanning. Maybe it's just not port 22.
2. Watch the packets with wireshark to see what's going on.
3. Use sftp. But not sure if it depends on sshd.
4. If the server is HP, then iLO is probably configured, if Dell - then iDRAC. Then it's no problem at all to connect to it.
5. If it is on a hypervisor, no problem either.
What other software options are available?

If the server is HP, then iLO is probably configured, if Dell - then iDRAC.

I doubt very much that they exposed the entrance to iLO outside, because this is fraught with very unpleasant things.

If it's on a hypervisor, no problem either.

How the presence of a hyper will help you
Connection refused - connection refusal. For example, because there is a call according to the list of users - user1, user2 and that's it.
