What does programming and microcontrollers have to do with it? An RS flip-flop is, oddly enough, a flip-flop - a circuit that has two states. RS means that it is switched by two signals Set and Reset.
Set sets a logical one on the main trigger output, Reset sets a logical zero. In the absence of signals, the trigger does not change the state, it "stores" it. Simultaneous supply of both signals leads to an undefined state of the trigger and is therefore prohibited.
