The account under which you are running SQL Server does not have sufficient rights. I usually create a special account (especially if the computer is in a domain) to run the SQL server and its additional services, giving it the necessary rights.
Upgrade to the latest Download SQL Server Management Studio 17.1 .
Remove Cyrillic letters from the computer name.
