I ordered a universal modem (into which the sim is inserted), and separately bought a tele2 SIM card unlimited, 3 months the speed was good, but now it is very low. I wrote in support saying that the SIM card is not intended for the modem, although before that everything was fine. Is there any way to bypass the system?

First you need to determine - because of what the low speed.
Insert the SIM into your smartphone. If the modem supports 4G, then select the 4G network on the smartphone as well. Measure download/upload speed. Compare with modem.
If the speed is slightly different, then the problem is with the network signal. Look for another modem/external antenna/amplifier.
If the speed is much higher on a smartphone, then the operator really monitors which device uses SIM. This can be done by the modem's IMEI or by the lifetime of the ttl packet. For the ttl option, you need to edit the PC registry (google), for IMEI - try using a modem not from Tele2.
