I understand that you want to write a parser. Since this data is in the public domain (isn't it?), then you could very well just go to this site, copy what you need, and paste it on your site. You just automate this process.
Otherwise, if you are interested in the question from a legal point of view - what will you get for it, then here's what: if it's a parser, then it's better to talk to the owner of the site. If the site has a public API, then use it, and you won’t get anything for it, the owner of the site allowed you to do this.
