Solution for "Make corrections or add another card" error in Google Play Developer Console?

I create a developer account in the Google Play Developer Console. At the stage of payment, I enter the card details, click continue and then I get "Make corrections or add another card." Who faced, how to deal with it? What to do?
1. The card details are accurately entered absolutely correctly.
2. There is an amount of $25 on the card. Lies a little more than 30, but in a different currency. In theory, the bank itself should do the conversion and there should be no problems here.
3. My country (Kazakhstan) is in the list of countries allowed to register a developer and seller account.
Anyone had this and how did you fix it? Or give at least a link to their support service, otherwise I clambered the whole page there, not a word about support there.

Internet transactions were prohibited on the card in the banking settings.

In my case, it helped in the settings of the Privatbank card - enable the option "Allowed double conversion"
