Software to prioritize traffic on the end user's computer?
Advise software that would manage traffic from the machine in order to solve the following tasks (or at least part of it):
1) limiting the total traffic of the machine
2) managing traffic priorities by programs (That is, for example, if a torrent is running, then it downloads as much channel, but when I open a page in a browser, it should open quickly, without the need to pause the torrent. Now, when downloading a torrent, pages do not open at all, the browser often times out during the download process, pings are partially lost. A slight loss of channel bandwidth is acceptable.)
3) There are several types of traffic: local, ipv4 - limited from above by the provider up to 512kbit, and ipv6 - not limited, limited only by the capabilities of the provider's equipment. The software must take this into account, that is, for example, when using ipv4 sites by the browser, the torrent client needs to limit only the ipv4 channel, and it can download at full speed via ipv6, since this does not interfere with the browser.
4) it is desirable that the priorities and speed limits for different programs can be changed on the fly, but it is not necessary at all.

I would recommend NetLimiter (http://www.netlimiter.com/) Able
to limit the speed for selected applications, create rules for groups of applications, etc.
The only thing I'm not sure is whether this software can dynamically analyze the channel load and distribute priority based on rules.
