Software or services that help design online courses?

Tell me, are there any services (or even just software that you can install on your server) that help you design online courses?
It is necessary to combine the supply of information (video, audio, text) and testing. I would like something reminiscent of Stanford courses in ideology . But only so that I myself can do this as the author of the course. Student management is not critical.
It's just that testing systems (such as yacapaca.com) are not of interest in themselves, it is the aspect of presenting information that is important.

There are quite a few specialized software for developing online courses, which must be installed on a personal computer. If you have some budget, then you can look at:
Articulate Storyline, Articulate Studio 09, Adobe Captivate, Composica.
