Many IDEs implement Snippet management (the ability to use pre-prepared pieces of code, open them depending on the parameters). This makes the development process more convenient and faster.
I want to find a program that allows you to perform such functions regardless of the IDE. Even in notepad.
Tell me, maybe someone met similar programs?

sublime text + completions
Compiling a JSON file with the necessary snippets. Personally, I do this for Blend4Web (javascript), which also does not have an ide with snippets. It will be much easier to work in the future.

I am using autohotkey. Scripting language (which means fast development), lightweight interpreter, works in any editor, you can draw a beautiful gui.
