Smooth scrolling mobile version of the site?

Try to open this link from aktau-ikea.kz phone and you will understand what I am talking about.
When scrolling the screen, there is no inertial scrolling, scrolling ends as soon as you release your finger. This creates the effect of rigidity.
I tried with different meta tags in the head, I don't understand what's wrong.
