We need the smallest possible server.
With a processor of about 500 MHz, at least 256 RAM, at least 512 flash drives and at least one network card. It is desirable without external interfaces at all, except for the network card. If there is also POE support, it will be generally super!

Take some kind of router on which you can roll open-wrt or dd-wrt
you will only have network cards, maybe even with poe, but I have not seen such, and poe can be bought separately
