Small but powerful fanless computer for virtualization?

I plan to buy a small (smaller than Dell Optiplex) but powerful (i.e. not Atom) desktop (or rather, under-desktop) computer, on which I plan to put 16GB of RAM, ideally a couple of hard drives (but eSATA is also possible) and install Xen , in which Windows 7 and some kind of Ubuntu will spin. Needed due to the fact that sometimes Windows is needed, but I don’t really want to install a separate machine (besides, my Zotac ZBox is already obsolete and needs to be replaced). I searched all sorts of alibaba.com - a lot of options, but I'm not sure that this is what you need. If someone shares their experience, I will be very grateful.

It will be easier and more convenient to install Ubuntu and deploy Windows inside virtualbox.
And it depends on “what” Xen you are going to install.

In principle, I have had it for half a year with the cooler turned off, shaking torrents and nothing. But I still have a PSU with active cooling - it blows through the entire case.

You have not announced the project budget. Mac Mini with a cable to connect a second drive will cost 20-25t.r.
