Slows down graphics in Linux (Ubuntu 18.04.1 LTS, GNOME 3.28.2)?

Good afternoon everyone, problems start right out of the box, Ubuntu 18.04.1 LTS, GNOME 3.28.2 system, noticeable brakes, twitching and friezes are observed when moving windows quickly, working in a browser (google chrome, fifefox) scrolling more or less heavy sites. Comp - GeForce 9800 GT/PCIe/SSE2, RAM 8 GB, AMD® Athlon(tm) 64 x2 dual core processor 6000+ × 2, hdd 1tb disk), slows down equally on firewood out of the box, i.e. free and proprietary drivers for nvidia, delved into the settings of browsers and the driver without success. Maybe someone has come across this? maybe more fine tuning is needed. By the way, no jambs on the iron in the computer have never been observed.

I recently installed Linux Mint on a new laptop. I noticed that everything on the screen slows down approximately every 5-10 seconds. It couldn't be. The system is fast. I remembered that when I installed the system, when I indicated that I wanted to install Proprietary & ThirdParty drivers, some kind of Secure Boot worked and I had to change / set some kind of password there. I remembered exactly that I did everything wrong there and installed it as it happened. The system seems to be set up.
So in the evening I launched the video and only I noticed that the system regularly slows down. I pulled the windows, held the button and watched the characters appear in the text editor. In general, it was obvious that it constantly slows down, regardless of the task. I reinstalled the system. I carefully followed the instructions for setting up SecureBoot and everything began to work perfectly.
I'm pretty sure that was the problem.
