Slow data transfer over the network - who is to blame and what to do?

There is a computer running Windows XP, everything works great, without failures - but there is one problem - data is transferred over the network VERY slowly, 3-5 kb / s. What does it matter if the Internet or local area is the same speed. I tried to change the network card - the effect is the same. Windows XP rearranged completely - did not help. I discarded problems with ethernet - the laptop works fine on the same cable, data is transmitted at full speed.
The question is what else can be checked and what to do with this computer?

As it turned out, it was not about duplexes, but simply about cheap Chinese network cards. Those. and the network tp-link built into the gigabyte motherboard and PCI gave more than 50% of lost packets in transmission. At the same time, in two laptops, the built-in network cards worked perfectly on the same link (only 80 meters long!). Now I temporarily solved the problem simply by connecting the computer through the Dlink switch, later I’ll just buy a normal network card.

Purely for localization of hardware / software, you can check the speed from a Linux live CD.

There is a possibility of dpulex mismatch ... There was a similar problem with the Cisco Catalist equipment. If the network worked in full duplex + the ports on the cisco were set to Auto - CRC errors began to pour in.
