Skype Public API

What allows you to do this API? Is it possible to use it to integrate Skype into SIP in order to be able to exchange video, calls and text messages with Skype users? Or is it forbidden?

This API requires an installed copy of Skype on the computer (3.0 and above). Allows you to do everything that a regular Skype user can do from a third-party application. However, a multimedia stream from a third-party application through this API cannot be transmitted to another Skype user, just like receiving. The maximum that will work is to process status change messages (MessageStatus, CallStatus, VoicemailStatus), call, pick up the phone, change settings, profile, add a user.
My opinion: it will work to send / receive text messages from a third-party client, it will not work to send / receive audio-video data from a third-party client.

It is much easier to integrate Skype with sip using skype4asterisk or sip2skype products. They are intended for this, most likely, that they sip using just such methods and built their own service for dropping calls from sip skype.
If your task involves integrating Skype with sip with a small number of channels, I advise you to look for an article on Habré about the skype-sip gateway based on freeswitch, the same can be done on asterisk (the cost will be clearly cheaper than proprietary Skype products).
And to use api for calling calls, IMHO, it makes sense for 1-2 channels.
