Sites that completely change their content when the page is updated. Who makes them and why?
Through Yandex, the webmaster found sites that periodically link to my site. Looks like that. You go to the site and see a complete copy of the page of a completely different site. Refresh pages and get a complete copy of another site. I don't understand who is doing this and why?

This situation worries me because "flashing links" appear on my site in the Yandex index, which can have a bad effect on positions. But if the task was to downgrade my site, then why add dozens or maybe hundreds of other sites?

This is called cloaking. The search engine indexed some content about rabbits, and then began to show it in the search results. The user skidded there, and then bam and advertising. Or virus. Or... Whatever.
In short, such sites are made for shoeing suckers, they are wildly unloved by search engines, users do not need them, and in general this is the same garbage that is not needed on the Internet.
And sometimes such garbage is hung instead of a stub on a domain for subsequent resale.
