Site admin?

Hello dear community!
About a year ago, I plunged headlong into the development and creation of websites. During this time I have mastered html, css, javascript and jquery very well. I learned what bootstrap is, I'm trying to type something on it. But here's the problem - for simple sites - business cards of my skills are more than enough for me, and to make a site with an admin panel, I have to use wordpress.
Now a question. What do you need to start learning to make full-fledged sites with an admin panel other than php?
Or a friend. How do you write an admin panel for a website? What technologies are used? Thanks in advance for your replies.

Do not confuse warm with soft. "admin" in this case is the property, and "php" is the reacher. Give instructions to a subordinate employee every morning to change the text on the page and this is also an admin panel (and sometimes very convenient).
PS: Anything with an admin panel implies the ability to manage the configuration. Access to the server via FTP is also in some way an admin panel. And the ability to include as many convenient controls as possible implies some structured-local organization of this process. You can make the admin panel in the form of separate independent scripts (and this will also be the admin panel). And it is possible to do it on the internal API (as done in the same Jumla, Bitrix and possibly Wordpress). So I advise you not to deal with the admin panel, but to concentrate on learning this API. The same and the development of add-ons for the admin panel will not surprise you and will not be difficult.

Almost any server-side web programming language is suitable for creating an admin panel.
PHP will be easy to learn and functional. The same Wordpress is written on it.
