Simple ip filter under Windows Server 2003/2008/2012?

Hello comrades.
Used to use KSSWare Extended IP Filter & Monitor description .
Is there something similar (in terms of simplicity of the interface/configuration), but with more flexible rules (for example, not only on incoming packets on interfaces) and (preferably) newer?
Is there something revolutionary like KSSWare Extended IP Filter & Monitor (even if paid, but not "monstrous" in terms of weight and occupied memory)?

Cooler than the native server Windows Firewall + PowerShell + direct hands & a sober head are only external pieces of iron. But there are different budgets.
