We need a simple billing, it is highly desirable that it be free. The tasks are simple: let only allowed poppy addresses on the Internet, keep a record of traffic (optional). Well, the simplest tariff plans, such as so much per day from the "subscriber" (determined by poppy address).

Of course, there are seemingly good solutions like Traffic Inspector, but for this task it’s a bit too much - extra functionality, and even for a fee.

Maybe "squid for NT" plus web billing on it? Everything that "parasites" on the squid logs is usually on pearl or puff. There are also many free ones.
