Similar to Heroku in Russia?

Guys, I'm looking for an analogue of Heroku on the territory of the Russian Federation in order to comply with 152 of the Federal Law of the Russian Federation.
After reading the law, I came to the conclusion that it is better to have users' personal data on the territory of the Russian Federation and it is better to use local servers. But I want to have the same goodies as Heroku, so that I can scale quickly if necessary and not bother with maintaining / configuring servers. (or is it better to take J. Cloud, drive Docker, Docker Swarm, Ansible there, and raise your cluster? But I would like less gestures.)
Has anyone come across such services or can there be any recommendations to bypass the restrictions on 152 FZ? There is a lot of personal data, ranging from emails, phones, ending with the full name and TIN of individuals, scans of uploaded documents.

Russia is a very backward country in this respect. Yandex has the beginnings and everything, as far as I remember
