Show coordinates from website on offline map?

I have html on the web server with a list of branches, points of sale by region, indicating latitude and longitude. There is a need to click on the link and immediately display a place on the map with a point at these coordinates. The problem is that the number of points is constantly changing, almost every day the points disappear or appear. And the network, for security reasons, does not have access to the Internet. Is it possible to somehow download a map of the region and mark points on it automatically? Apache web server with php 5, mysql. It is possible to install almost any additional software that exists under freebsd. Maps are suitable for any indicating streets and houses. It is possible to install any map from any navigator. There are 2gis at workplaces, I am even considering some option with automatic launch of the program and automatic transfer of coordinates to it for drawing. It is possible to install 2gis on a server with windows and a web server, if it is possible to draw a map from 2gis on a web server. A variant of the jpg map format is possible with the calculation of coordinates and the drawing of a point using php on top of it. Just push in the right direction, how is it realistic and easier to implement?

Maybe Yandex Static Maps will do? Save pictures every time the points change.
