Should you use a domain that has been penalized by Google?

Hi all.
What if it makes sense to continue using a domain that was penalized by Google for "semantic markup spam"?
It happened exactly a year ago, when the site had just appeared, Google fined it and removed it from the index. When an error was found in the Google Search Console (GSC), I immediately corrected the error and sent the domain for rechecking, it was checked and returned to the index after some time.
In the GSC itself, I see that impressions and clicks are only growing. Slowly but growing. But `site:site.ltd` in Google itself always returns the number of indexed pages around 1K, and this has been going on for almost a year.
I like the domain itself, and it’s already a year old, except for the one violation described above, there were no other violations on the site, so I don’t want to change it either.
So, is it worth changing the domain?

What does `site:site.ltd` have to do with it? Go to the coverage report and check the number of pages in the index. It does not always coincide with what the site: operator gives, and it makes no sense to believe the latter.
