Should the database server be on the same server as the project?

If we assume there is a powerful project, there are various servers on which the site itself lies. Question: should the database server be located on some server connected to the site, or do I need to buy some specific separate database server? It’s just that when I did small projects, I bought a VPS, installed OpenServer there, put the site itself there, and there was also a database (I went into the openserver console, created a database, tables, etc.).
Actually, how should it be, you always need to buy a separate database server?
PS I know, for example, the address of one database, why can't I access it through the browser, it says "Unable to access the site." Is this because HTTP is not supported, but some kind of FTP is needed?

In fact - no, he should not. The database may or may not support the http interface. MySQL (I suspect we are talking about it, but that’s not the point), for example, has its own protocol like many other databases, so you can’t just take it and go to the database through a browser.
