As for the first question, there is no clear answer. Of course, original texts are recommended by everyone, but this does not mean at all that a full copy-paste of an article from another site will not suddenly get to the first place in search results for some queries. At least that's what I've come across.
In order not to be unfounded, here is a screenshot of the issuance. The coderoad site is, roughly speaking, a stackoverflow parsing translated through Google translate. Well, what do we see? There is no stackoverflow in the results (on the first page at least), but there is coderoad (consider copy-paste). Moreover, if you go there, then there is even a link to the source.
