If your design has something non-standard and not obvious to the layout designer, then draw adaptive. And if something is not complicated, then don’t waste time on it, it’s better to say a couple of edits in words to the layout designer later.

would object , because most layout designers have no idea how design works and do not always understand why "there is more indent than here", and similar trifles. If you want the adaptation to be of high quality, I recommend always rendering it in at least 3 resolutions (computer, tablet, phone).
Think for yourself, could you give the layout designer the opportunity to draw the website footer on their own? Explaining to him knowingly where and what elements should be located. Only you know your indentation system, font reduction logic, where and what will be better.
