Should I install Linux on a weak PC and which one?

Good afternoon.
At the very beginning, the laptop is as follows:
thinkpad 11e - celeron N2920 1.86GHz (4gb-ram)
Firstly, windows 10 64bit loads up to a hundred percent "and makes noise so that even an airplane will surpass"
Secondly, advise what, in principle, is best, to make this laptop run fast. I just need to surf the browser, watch movies, make presentations, mb presentations, and so on.
Thirdly, the distribution should preferably be based on debian
. The most important thing is that after these manipulations it should work quickly (as far as possible), since this is for work.

Linux will not help you, you have a problem in the cooling system.
I would put ubuntu mate with your request (it even works on Raspberry Pi), but IMHO, in terms of hardware requirements and interface responsiveness, Windows is the leader.

because video decoding, especially in full-format mode when viewed in a browser, requires quite a lot of resources. You can only prepare / show reports (not video).
Even with a distribution like Linux Mint with the Xfce window manager.

You have quite decent hardware in terms of performance, and if you take into account another 4 gigabytes and a four-threaded processor, then you don’t even have to bother with choosing a distribution kit. If you want everything to work at full capacity, then bet on the pound. You will only install it for at least three days, but it will not cause any problems with performance.
If you stop at Debian, then keep in mind that it has outdated versions of software that are less suitable for a multi-threaded architecture. Most operating systems in terms of interface convenience and speed can be tried with Live Yuesby. Fortunately, your port supports the 3.1 interface, which, if you have a fast drive, will not give a noticeable delay in operation.
