Should I install a terminal server?

Good afternoon!
Today I ran into a problem: there is a small organization with 4 jobs and one branch (+1 job). Iron is not that old, but it definitely survived the mammoths and definitely needs to be updated.
I would like to hear the opinion of experts, maybe in this case it is more profitable to install a terminal server, and finish the old computers to thin clients?

The cost of software for a terminal server + the cost of licenses for one workplace will exceed the cost of buying office PCs, and a terminal server is not suitable for all types of activities, but if the PCs are ancient, then they will most likely do. So look at the price.

In this case, a cheaper terminal server will bring a lot of problems:
1. Setting up this terminal server, transferring specific programs, a la desktop bank -Clients and crypto any.
2. User training. It’s unusual when everything is not local here, but on a server somewhere.
3. Finishing old iron to thin clients. It will not break less often :) and it is more difficult to accompany.
4. You add an additional point of failure, which you still need to administer separately and be able to do it.
