Should I include the transliterated title of the page in the URL?

There is a site, it has a lot of content added by users. From the point of view of search engines, what is the best way to make a URL - /blog/123/(123 - post ID) or /blog/nazvanie-posta-123/(include a transliterated title in the URL)?
For the purity of the experiment, we believe that the content of the page, titles, meta tags, texts are already optimized everywhere to the right extent, and the only question is the URL - will the second URL option help to raise the page higher in the search results?
