Should I create separate pages for each branch?

Hello
Can you please tell me how search engines will react to the creation of pages tailored for geolocation?
There is a site for a school of rhythmic gymnastics, it is designed for requests "school of rhythmic gymnastics in St. Petersburg", "rhythmic gymnastics for children". The school network has 9 branches in 8 districts of the city.
The plans are to create a page for each branch, fill it with unique content and promote it on geolocation-related queries, for example, "rhythmic gymnastics Admiralteysky district", "rhythmic gymnastics technological institute".
How will the search engines react to this? I thought it was definitely a good idea, because. the page will fall into a specific low-frequency request, giving weight to the site in general. But then I was told that there would be internal competition for the main requests "rhythmic gymnastics", and for some reason this is bad. And I don't know whether to make a page for each branch or not. What will the experts say?

Create.
Not only will the names be different.
But also addresses, a map of how to get there, photos of happy customers, names and photos of teachers.
The general will be only the scheme of the site.
