Should I create a separate landing page for a request if Yandex has already indexed another less relevant one?

Good afternoon! Dear SEO Specialists!
I really need your advice:
If Yandex, on the request “bed linen cheap”, gives out the page of my site “bed linen” in the search only on page 11, what is the right thing to do:

- create a special landing page and Yandex will show it as more relevant for this request;

or:

- since Yandex has already indexed the page of the site “bed linen”, it makes no sense to promote it for the request “inexpensive bed linen” and it makes no sense to create an additional landing page, it will not show it in the search anyway?

It is enough just to look at the issuance on demand. If the TOP-10 competitors mainly promote the general page "Bedding" - you can not bother at all and promote it as well. If at least half has a separate landing page "Inexpensive bedding" - create it without fail (it will be easier in ranking) and move to the TOP. In principle, all these issues are still being resolved at the stage of collecting the semantic core and its clustering.

First of all, it is worth understanding why this happened. Conduct a TF-IDF audit, it will reveal the key density among competitors and tell you which cluster was used on similar pages. If the landing page was created at the same time and did not get into the index, this indicates that the key density was classified as "spam". If the landing page is created after indexing (your case), then the only sure way to redirect is to use anchors, and do this based on the TF-IDF audit.
You should understand that Yandex reserves the right to determine the relevance of a page based on its content, so this approach does not guarantee you performance. However, you can set up a 301 redirect from the old page to the landing page. After the changes are successfully indexed, you can remove the redirect, or close the page from indexing altogether.
To avoid such situations, you need to think over the promotion strategy and the internal structure of the site in advance.
