Should I add .gitignore itself to .gitignore?

I add one of the real project files to .gitignore, simply because I need other settings in it. Let's say I add it to .gitignore, it is uploaded with the rest of the changes to github, one of the other or new developers pulls the project together with .gitignore and one of the working files is ignored.
Could it be? Or does .gitignore not pull when the project is pulled from github?

Could it be?
Maybe this is normal. In such a case, next to this file is this.file.dist , which contains an example of the structure, and the direct settings are transmitted in another way - by mail, in a chat, through a corporate portal, etc.
