Shortcuts, programs and keyboard shortcuts not working (windows 10)?

When you start the laptop for about 5 minutes, everything is fine, but later it stops loading browser pages, and you won’t turn it on at all after that, as well as shortcuts and programs. Only folders work, "My Computer" and that's it, I can't even call the task manager, I have to turn it off by pressing the power button.

Looks like a file extension association violation, but anyway: cureIt from safe mode is the first step.
