Sharing text and files between Windows PC and Android phone over LAN/Internet?

Hello.
What methods do you use to exchange data (text, files) between the phone and the computer?
It is important to be able to do this as simply as possible and according to the situation without the Internet, through a local network.
It seems that I found a good option - to set up a jabber server on the computer and install clients on all devices.
But I have not yet found a lightweight server for Windows, except for the old version of Prosody, which could not be configured.
Maybe there are more elegant ways?

Text and small files through the cart.
Somewhere in the background, dropbox does its job.
If there is no Internet - a Windows ball and a total commander on the phone.

None of the answers solves the problem.
How to send text via FTP or shared folder?
Telegram would be suitable, but it does not know how to connect to the local network.
