SharePoint how to allow loading of external programs?

I'm trying to create an application in VisualStudio. When trying to run the application, VS wants to upload it to the SP, which fails due to an error

How and where can this be enabled?

It is not recommended to upload SPFx and AddIn projects to regular sites, for checking and debugging there is a so-called developer collection site where you can deploy your projects. So they can be deployed to the application catalog or MS Store. I also recommend updating OfficeTool for VS and also familiarize yourself with the SPFx and AddIn models on MSDN.
