Setting up the Internet with downloading a driver for the Internet without the Internet?

There is a stationary computer connected to the Internet by a cord directly. But this Internet from lousy house.ru-shnikov can, as I understand it, connect only through PPPOE. So far, it is not possible to change the provider, but the Internet is needed. Now on a win7 computer, but I wanted to install lubuntu (a very old computer - it slows down a lot). As I understand it, Ubuntu has two packages for this: pppoe and pppoeconf . I'm not sure exactly which one is needed, but in the manualwritten by pppoeconf. One way or another, the problem of eggs and chicken arises ... To download the driver, you need the Internet, which cannot connect without this driver. It would seem that the business is to download it on another computer where there is Internet. I immediately thought so, but when I tried to do it, I suffered for a long time and abandoned it ... First you need to remember that, as I said, the computer is old, which means 32-bit. And the package also needs 32 bit. Okay, I thought, and downloaded the 32-bit version of the package. But it was not there! The dependencies of the package, which are also not on the computer, have come up! I tried to pump them out and put them separately - but this is generally unrealistic. In the same place, the dependency tree goes down. In general, it is impossible to download them all manually.
So the question is: how to download a package with absolutely all dependencies? So that you don’t have to download anything to install it and work?
PS I installed a fresh 32-bit lubuntu 17.10. Well, I didn’t install it more precisely, but I just booted from liveusb and tried to install these packages in live mode and connect to the Internet. And now you will reinstall and the system will remain without the Internet - which is tantamount to failure. I want to be sure that I can set up the Internet after installation.

Possible solutions:
- look at the dependencies and download them. Here you have to dig and look at the dependencies, for example, inside the package or like this https://debian.pkgs.org/9/debian-main-i386/pppoeco...
- raise Ubuntu in the virtual machine, install the package, take what you need from the cache
- install system, turn on etc. on android via cable and put everything you need. (if the phone is connected to wifi, then the Internet will be distributed via cable not through a cellular operator)
- download full dvd images and install anything from them.
- install any most deshman router and set up an Internet connection on it without worrying your brains by setting up pppoe on Linux, especially without knowledge of Linux itself.
In general, ubunta is generally not a good choice for an old computer / hardware. It is necessary to look towards puppy and its derivatives, for one such choice you will immediately throw the necessary packages. Another option is some tinycorelinux. In general, it makes sense to first rummage around for options that are initially very light, most often in them the software comes immediately as a self-sufficient pack that is simply thrown into the system and also easily demolished as needed, but ubuntu / lubunt is trying to shove an elephant into a Cossack.
