On win, I created the file that was missing without any problems, and everything worked. I did not find the .config folder on linux (ubuntu), I created it myself. As a result, I got the desired address "/.config/sublime-text-3/Packages/Default" but, all the same, when saving - an error.

Files with a dot at the beginning of the name you do not see until you press ctrl + h
Then you can see hidden files and folders.
The .config directory is hidden, press the necessary keys and you will see it, and delete your directory that you created.
Better yet, run sublime text and look in the editor's menu for user config, and enter your settings in this file.
